"We", "us", "the league", "WXCRL" all refer to The Wessex Cycle Racing League. "Entryweb" refers to Entryweb Ltd - Online entry solutions and event management.

Boundaries
- The league will promote events within the southern region of the UK, with no specific boundaries however - as the name suggests - the majority of events will be within the 'Wessex' region of England.
Structure
- The league will encourage and look to promote all types of cycle-sport events and promotions.
- The league is open and willing to promote events through all cycle-sports different governing bodies, not just British Cycling.
- The league is currently affiliated to British Cycling but will affiliate to any other governing body/association if it starts to promote those events.
- The league will look to establish sponsorship and partnerships as a whole rather than for individual races. Potential sponsors will enjoy exposure across all league events - online and offline- and not just on an individual event basis as in the past.
- The league's online presence will be handled through Entryweb.
- The league's online entry system will be Entryweb.
- The league's emailing will be handled by Entryweb Mail and Entryweb Webmail.
Membership
- Affiliation to the league is open to any club or team. A club or team must consist of more than 3 people.
- Annual affiliation costs for clubs or teams will be £50.00 in 2010.
- Every affiliated club/team is required to promote a minimum of one event per year.
- Clubs and teams will need to affiliate by completing our WXCRL Club/Team affiliation form online or post our printable 'snail mail' version to the address above. Clubs and teams need to affiliate to us whether they're promoting a full blown WXCRL league event or a WXCRL counting event.
- Affiliation fees can be paid online via Entryweb using a card or PayPal, or by cheque sent to us via 'snail mail'.
- 2010 annual membership will be £20.00 for seniors, women and juniors. There are no WXCRL Youth events in 2010, so membership is only open to senoirs for 2010. This situation may change if circumstances arise.
- There are two ways to become a member of the league.
- Online via Entryweb.
- Before an event by completing a WXCRL Membership Registration form and paying the signing on steward in cash or cheque made payable to 'The Wessex Cycle Racing League'.
- Every WXCRL member will receive a membership card in the post. You will also receive information by email on a regular basis.
- Riders may be required to present a membership card at signing on.
- Every club/team is required to submit details of a club/team representative - the league's main point of contact - in addition to any individual event organiser. The representative and organiser can be and is often the same person.
Events (Full WXCRL Events)
- Each promoting club or team is responsible for amongst other things the marshals, signing on, drivers, the catering, laying out the course signage in accordance to the risk assessment and managing their personnel on the day.
- Every club or team will need to appoint an 'event organiser' who will perform the duties of their club or team's event in accordance to the governing body their event is run under and the Wessex Cycle Racing League rules.
- The league will handle the risk assessment, permit and registration of each event.
- First-Aid will we booked and paid for centrally by the league.
- The hall used for the H.Q. will be booked and paid for by the league.
- Any National Escort Outriders will be booked and paid for by the league if necessary.
- Any surplus made by the catering and refreshments can be kept by the promoting club or team, this is often used to pay for petrol expenditure for a club or team's drivers.
- Commissaire and official's expenses will be assessed and paid for by the league. The league will provide each event with an event expense form.
- The 'event organiser' must ensure they have the appropriate coinage for signing on and for petty expenditure for drivers which must be paid for by the event organiser, club or team.
- The 'event organiser' must ensure the money collected on the day tallies with the signing sheets.
- All money collected on the day will need to be sent, delivered or collected by the league along with the race paperwork and signing on sheets for the league to finalise its promotional obligations.
- The league will pay for all event levies and day licence fees to the respective governing body.
- The league can supply signage and safely equipment to each event. Individual clubs or teams may also want to use their own.
- Every 'event organiser' will be forwarded their event paperwork (start sheets, rider's details, league registration forms etc) in time for their event.
- Each 'event organiser' is required to have a working email address. The league will send (where possible) all paperwork and information via email and the web. It is recommended they sign up to Google and be familiar with Google Docs, the league will set up various useful documents online in collaboration with the event organiser.
- All event programmes will be available online on Entryweb. Promoting clubs or teams are not required to produce a separate paper programme.
- Results for every event will need to be emailed to us and will be made available on Entryweb as soon as possible.
- The league's full events list will be available on Entryweb.
- The league does have a selection of risk assessed courses which can be 'claimed' by club/teams or event organisers and slotted into our calendar. New and existing events are welcomed and accepted throughout the year but must be risk assessed (to British Cycling risk assessment standards) by the league before the league will put its name forward as official promoter.
- The league requires the highest safety standards and safety awareness for and towards the public and competitors.
- All road races (events held on the public highway) must have lead cars.
- The league's financial liability is limited only to the entry fees it receives.
- League events can be co-promoted by two or more league clubs or teams.
Events (WXCRL Counting Events)
- These events are not full blown WXCRL league races but will carry WXCRL points for WXCRL members finishing in the top 15.
- Any league member finishing in the top 15 can still gain WXCRL points.
- The league will endeavour to support these races wherever possible and be on hand to give support in various ways such as,
- Entryweb's managed online entry service at a preferential league rate. Counting events do not have to pay the VAT on Entryweb's fee, so they are 17.5% less, just 5.95% + 30p per entry.
- Use of the league's equipment.
- Advice, support, help and perhaps personnel on the day.
- Be promoted alongside all other league events on and offline by Entryweb and the league.
- Be added to the WXCRL events list as a 'WXCRL Counting Event' donated by using (+WXCRL) after the title of the event.
- The league will be able to promote itself and offer league membership at signing on where the appropriate forms will be forwarded to the organiser.
- The promoting club will have to be affiliated to the league.
- Clubs and organisers are able to join and get involved at any stage before the event date.
- Points will be awarded by the league to the riders from the official result issued by the promoting organiser.
- Any interested clubs, teams or organisers are invited to complete our WXCRL Counting event form.
Entry
- The league's preferred method of entry is online via Entryweb. We will not accept old paper entry forms for any of our events, riders must enter online or on the day (EOL).
- Any entries made on old style snail mail paper entry forms with an accompanying cheque or affiliation fees paid by cheque need to be sent to,
- A rider who does (by acception) enter on an old style paper entry form agrees they will be manually added to the list of riders online on Entryweb. If an email address is provided on their written entry form the league will automatically create an Entryweb account enabling them to enter online for future events. A welcome email from Entryweb will be sent to the email address provided.
- All online entries are to be handled and run on Entryweb.
- Priority will be given to riders in this order and will be strictly adhered to,
- Non-league members will pay an extra £5.00 per entry per race (unless it's a WXCRL counting event).
- Both non-league and league members will be able to enter on Entryweb.
- Entry fees paid by cheque (by acception) need to be payable to 'The Wessex Cycle Racing League'.
- All league events are open to both league and non-league members. However if non-league members win points we do expect them to join.
Points
- Each event both full blown WXCRL and WXCRL counting events will carry WXCRL points.
- Points are only issued to registered league members. Non-members who win league points are expected to register with the league.
- The points table will be made available on Entryweb along with each event's results.
- Points mean prizes.
- Points will be awarded to participating league members, but to members who assist in the running of the event. See the tables below,
- Points awarded to the individual organising teams (only applicable to full blown WXCRL events) are as follows,
- The league will actively encourage non participating riders to help with any organising duties. As above, the same points will be awarded for helping – this may mean the difference between 1st and 2nd at the end of the year.
- WXCRL points can only be awarded on the basis of the official result. If the official result does not include the full WXCRL point allocation, then no WXCRL points will be awarded. For example if judges are only able to get the first 8 places – then only the top 8 will get WXCRL points.
Prizes
- Prizes may be in the form of cash or goods.
- A (cash) prize fund will calculated once the league's necessary bookwork has been prepared, all season expenditure has been paid and fees for the following season have been put set aside.
- A cash prize fund can only be realised if the league shows a surplus.
- Trophies or any specific prizes i.e. a dedicated event prize (outside of the entry fees collected) per event can be awarded on the day by the promoting club or team.
- Once a total prize fund (cash and/or goods) has been calculated, individual prizes can then be decided upon from the final WXCRL Points Table.
- Prizes will be awarded after the season has ended.
- The WXCRL winner will be awarded the Ray Price Memorial Cup for one year.

WXCRL counting events are not full blown league events (as described above) and the league is not the primary 'named' organiser. Points are available to any WXCRL member who finishes in the top 15 i.e. if you came 8th but the first WXCRL rider you will get 16 WXCRL points.
WXCRL counting events are aimed at clubs, teams and organisers who wish to promote under their own name but still want to offer WXCRL points for their riders and receive support from the league. These events also provide an excellent stepping stone towards a full blown league event. They have been devised to try and unite the league with existing events or with organisers, clubs or teams that have already finalised their races for the season or where it's impractical or too late to change the 'named' organiser and become a full league event.
